National Development and Reform Commission: Accelerate the establishment of a new mechanism for comprehensive transformation from dual control of energy consumption to dual control of carbon emissions

On July 31st, the National Development and Reform Commission held a briefing on the development and reform situation in the first half of 2025. The meeting emphasized the comprehensive transformation of green and low-carbon development through dual control of carbon emissions, and accelerating the establishment of a new mechanism for transitioning from dual control of energy consumption to dual control of carbon emissions. It also called for comprehensive promotion of coordinated urban-rural development, in-depth implementation of regional coordinated development strategies, high-quality urban renewal, deepening the urbanization of agricultural migrant workers, and promoting comprehensive rural revitalization. It stressed the need to strengthen comprehensive coordination and balance, stabilize employment with greater efforts, ensure the security of key areas such as food, energy, and industrial supply chains, and ensure the supply of energy and electricity for the peak summer and winter seasons.
