The Development and Reform Commission of Shenzhen Municipality has formulated a high-quality construction plan for the low-altitude infrastructure in Shenzhen, which mentions that, according to the principle of "mainly social investment with government investment as a supplement", social capital will be introduced to participate in the construction and operation of low-altitude infrastructure. It guides various districts, departments, and relevant units to flexibly utilize various means such as national bonds, special bonds, REITs, funds, etc. to raise construction funds.
