Li Guoying conducted a survey on the flood prevention work in the Chaobai River and Jiuhe River Basins.
Due to the continuous heavy rainfall in recent days, the Chao Bai River in Miyun Reservoir has experienced the largest inflow and highest water level since its construction in 1959, while the Juhai River Haizi Reservoir has experienced the largest inflow since its construction in 1960. Floods are progressing downstream. Li Guoying pointed out that the Chao Bai River and Juhai River are currently experiencing the process of flood progression and are still in a critical flood prevention stage with easily occurring engineering safety risks. It is necessary to remain highly vigilant, overcome complacency, strengthen inspections of dams, levees, and rivers for potential risks, closely monitor high water levels, large flows, and long-term operation risks in reservoirs and rivers, make adequate preparations for prevention and response, pre-position targeted emergency response forces, materials, and equipment, ensure a timely response and disposal in case of emergencies, and firmly maintain safety standards. Li Guoying emphasized the need to adhere to a problem-oriented, goal-oriented approach and accelerate the construction of a modern rainwater monitoring and forecasting system by integrating meteorological satellites and weather radar networks with rainfall and hydrological monitoring networks in reservoirs and their upstream basins, as well as accelerate the construction of digital twin basins and digital twin engineering.
