The implementation plan for the national childcare subsidy system was announced on July 28th. According to the plan, the childcare subsidy is distributed annually, with the current national basic standard set at 3600 yuan per child per year. The central government will provide subsidies to the eastern, central, and western regions according to certain proportions. Local governments may increase the subsidy appropriately based on their financial capacity, with the additional funding needed to be covered by the local finances. Zhu Kun, a researcher at the Chinese Academy of Fiscal Sciences, analyzed that the childcare subsidy standards in developed countries vary, but generally, the subsidy received per child per year accounts for 2.4% to 7.2% of the country's GDP per capita. Based on international experience, the childcare subsidy standard in China is relatively reasonable in proportion to the GDP per capita. "By sticking to doing our best within our means, the childcare subsidy policy can go far and steady," said Zhu Kun.
