Guangdong issues first anti-"involution" initiative for the paper industry, resolutely eliminating dumping behavior below cost.

Recently, the Paper Industry Association of Guangdong Province released a proposal to promote the high-quality development of the paper industry in Guangdong Province by "anti-inversion". The proposal put forward to resolutely eliminate dumping behavior below cost, resist obtaining subsidies or occupying the market through unfair means. Encourage companies to independently and transparently price based on real costs, reasonable profits, service standards, and market supply and demand relationships, and ensure the overall value space of the industry. The proposal also suggests a cautious assessment of market capacity, avoiding blind expansion of homogeneous and low-end production capacity, diverting more resources towards technological transformation and upgrading, accelerating the replacement of old equipment with high energy consumption and low efficiency, adopting automation and digital production technology to improve efficiency, actively applying for subsidies for technological transformation funds under the "Two New" policy, and reasonably using national subsidies to implement technological transformation on existing production lines.
