According to the Shandong government website, the province's comprehensive reform pilot project for the evaluation of scientific and technological talents was promoted at Shandong University on the morning of July 24. The meeting emphasized the need to further strengthen demand-driven initiatives, taking the enhancement of talent leading development efficiency as the "yardstick," focusing on empowering industrial development, breaking through key technologies, and advancing reform in frontier development layout, among other aspects. It also stressed the need to further calibrate evaluation subjects, adhere to the principle of "who uses, who evaluates," clarify the roles of employers, government departments, and industry organizations in talent evaluation, and accelerate the construction of a talent evaluation system oriented towards innovation, quality, effectiveness, and contribution. Moreover, the meeting highlighted the importance of strengthening coordination and linkage, coordinating the advancement of the "three evaluations" reform, innovating and exploring talent evaluation methods in industry-university-research collaboration activities, and resolving issues such as the over-reliance on titles in evaluation processes.
