Hainan Free Trade Port: List management for imported goods subject to exceptional measures.

The People's Government of Hainan Province issued a notice on the "Management Measures for the Identification of Entities Eligible for Benefits from the Importation of 'Zero Tariff' Goods in Hainan Free Trade Port." According to the "List of Prohibited and Restricted Import and Export Goods and Items in Hainan Free Trade Port," in order to enhance the level of trade liberalization and facilitation, and to prudently promote the supervision of imported goods under exceptional measures, these measures are formulated. These measures apply to the entire Hainan Free Trade Port, and classify imported goods under exceptional measures into two categories: goods that are exempt from import permits and goods allowed for offshore duty-free maintenance, and implement list management.
