On the 18th, the High Representative of the European Union for Foreign Affairs and Security Policy, Josep Borrell, stated on social media that EU member states had officially approved the 18th round of sanctions against Russia. Among them, the EU imposed sanctions on Russia's largest oil refinery in India for the first time. Borrell said, "The EU has just approved one of the most severe sanctions against Russia to date. We will further reduce the war budget of the Kremlin, sanction 105 'shadow fleet' ships and their auxiliary vessels, and restrict the financing channels of Russian banks." Western countries accuse Russia of using commercial ships, such as oil tankers, to evade Western sanctions, calling these commercial ships the "shadow fleet." She added that this round of sanctions also includes measures such as prohibiting activities related to the "Nord Stream" gas pipeline, lowering the price ceiling for oil, increasing pressure on the Russian military industry, and preventing the export of drone technology.
