According to the National Security Department, in recent years, foreign intelligence agencies and their agents have attempted to collude with domestic criminal elements and steal rare earth-related items using postal means, posing a serious threat to national security. A certain country cannot produce purified rare metals independently, but in order to ensure its domestic supply of rare metals, it has been hoarding them through various channels and means. National security agencies discovered that some key contractors in that country were replacing packaging and falsifying "non-Chinese origin" labels before smuggling them to the country; at the same time, they attempted to illegally export controlled items such as rare earths from China by falsely reporting content, misreporting product names, using multiple small parcels in express delivery, and changing transportation channels. With solid evidence in hand, national security agencies, together with relevant departments, have taken legal action to cut off illegal channels for the export of rare earth-related items, effectively safeguarding our resource security and national security.
