Minister of Industry and Information Technology Shi Huikang: Accelerate Transformation to Drive Scale Applications of RISC-V Chips.
At the 2025 RISC-V China Summit, Deputy Director of the Electronic Information Department of the Ministry of Industry and Information Technology Shi Huikang stated that by 2024, the global shipment volume of chips based on the RISC-V instruction set had reached several billion units. China not only has the largest application scenarios and abundant practical experience in the world, but also demonstrates strong vitality in technology and ecosystem construction. Statistics show that in 2024, China contributed more than half of the shipment volume of RISC-V chips, achieving breakthroughs in high-performance computing, artificial intelligence, servers, automotive electronics, and other related fields. Shi Huikang proposed three hopes for the development of RISC-V in China: first, deepen collaboration and jointly build a prosperous ecosystem; second, accelerate transformation and drive large-scale applications. Efforts should be made to bridge the last mile from laboratory innovation to large-scale applications, while continuously consolidating and expanding the leading advantages and market penetration of RISC-V in areas such as the Internet, industrial control, and edge computing. Furthermore, efforts should be made to promote the large-scale commercial implementation of RISC-V in high-value areas such as high-performance computing, data center servers, artificial intelligence accelerators, and intelligent connected vehicles. Third, adhere to openness and lead global collaboration. It is encouraged to support Chinese enterprises, research institutions, and open-source communities to deeply participate in the work of the RISC-V International Foundation, contributing Chinese wisdom and solutions to global issues such as basic standards, security regulations, and interoperability.
