Today, the State Council Information Office held a series of themed press conferences on "high-quality completion of the 14th Five-Year Plan". Officials from the National Intellectual Property Administration introduced new progress and achievements in building a strong intellectual property country during the 14th Five-Year Plan. It was announced at the press conference that intellectual property protection in China has reached a new level. The National Intellectual Property Administration has completed a comprehensive revision of the Patent Law, establishing a high-standard punitive compensation system. A new round of comprehensive revisions to the Trademark Law is being promoted to address deep-seated contradictions and issues such as trademark malicious registration, hoarding, and invalidity. The revision of the Regulations on the Protection of Integrated Circuit Layout Designs is being accelerated to meet the needs of the development of ultra-large-scale integrated circuits. A unified system for the recognition of geographical indications is being established. Rules for protecting data intellectual property rights are being constructed. The construction of the intellectual property protection system is being implemented, with the establishment of a rapid collaborative protection mechanism for intellectual property rights and the strengthening of guidance for handling overseas intellectual property disputes. 128 national-level intellectual property protection centers and rapid rights protection centers are being established across the country. A successful battle has been fought to improve the quality and efficiency of patent and trademark examination, with the establishment of an internationally leading patent intelligent examination and retrieval system. The average examination period for invention patents has been reduced to 15.5 months, and the average examination period for trademark registration has stabilized at 4 months, both reaching the fastest level globally under the same examination system. The social satisfaction with intellectual property protection has increased from 80.05 points in 2020 to 82.36 points in 2024, entering a good phase overall.
