Hubei: By 2027, the proportion of children in public kindergartens in the province will reach more than 60%.

The General Office of the People's Government of Hubei Province has issued a notice on "Several Measures to Accelerate the Improvement of the Maternity Support Policy System and Build a More Pragmatic and Effective Maternity-friendly Society". It mentions adapting to the trend of changes in the school-age population, implementing the action plan to improve and enhance basic education, and accelerating the realization of standardized construction of compulsory education schools. It will significantly increase the supply of general high school education resources, especially high-quality general high schools, and speed up the expansion of the enrollment ratio of high-quality general high schools. Enrollments will be mainly allocated to junior high schools in the region based on student population, with a preference towards rural schools, in order to alleviate the "exam anxiety" and other educational pressures of junior high school students and parents. It will also run necessary small-scale rural schools and township boarding schools well. Increase financial investment, promote the popularization and equalization of preschool education, expand the supply of universal preschool education resources through methods such as privately-run public assistance, and ensure that by 2027, public kindergartens in the province have over 60% of children enrolled.
