The regulations consist of 8 chapters and 62 articles, including general principles, immovable cultural relics, archaeological excavations, museum collections, and private collections of cultural relics. In consideration of Shanxi's cultural relics resources, specific work practices, and social development needs, the regulations include provisions such as "investigate before construction, conduct archaeology before transfer", a special protection mechanism for key cultural relics protection units, and a priority protection mechanism for endangered important low-level cultural relics. The regulations also require the establishment of an underground cultural relic value assessment system, encourage the establishment of non-state-owned cultural relic collection units, clarify the establishment of a technology innovation platform, and promote digital protection.
