Shanghai Municipality issued the "Shanghai Municipality Management Measures for the Reduction and Exemption of Community Outpatient Examination Fees and the Transfer of Funds from the City to the Districts"

The Shanghai Municipal Commission of Health and Family Planning and the Shanghai Municipal Finance Bureau issued the "Shanghai Municipal Community General Outpatient Clinic Consultation Fee Exemption Transfer Payment Fund Management Measures". It mentioned that the funds needed to exempt non-employment people from general outpatient clinic consultation fees will be jointly borne by the municipal finance and the district finance where the community health service institution is located in a 1:1 ratio, and will be included in the budgets of both levels of finance at the municipal and district levels. The funds borne by the municipal level will be allocated to each district through transfer payments from the city to the district, and settled with each district finance based on the actual amount and proportion of payment through pre-allocation and subsequent settlement.
