Recently, the Central Committee of the Communist Party of China and the State Council issued the "Opinions on the Implementation of the Strategy to Enhance Free Trade Pilot Zones", making systematic arrangements for the construction of free trade pilot zones and proposing to "create a new highland of reform and opening up with higher levels of openness, better business environment, and stronger radiation effects". Implementing the strategy to enhance free trade pilot zones is to use institutional opening to drive deep-seated reforms, and to break through the institutional barriers that restrict both domestic and international circulation through systematic and integrated innovation. This is not only a strategic choice to respond to the changing global landscape, but also an important practice to promote the Chinese-style modernization.
