On May 29, Li Diannian, Deputy Secretary of the Hubei Provincial Party Committee and Governor, emphasized during his research on the health industry in the East Lake New Technology Development Zone in Wuhan that there should be a focus on strengthening the two key supports of "venture capital and incubation platform" and optimizing the fundamental guarantee of innovation ecology. In terms of strengthening the support of venture capital, it is necessary to accelerate the restructuring of the government-guided fund system of "venture capital + industrial investment," especially the restructuring of "0 to 1, 1 to 2" venture capital guided funds, guiding and leveraging more social capital to invest in early stage, small scale, technology-focused, and future-oriented projects. It is also necessary to accelerate the pilot reform of credit loans based on knowledge value for science and technology enterprises, providing light asset debt financing support for all science and technology enterprises in the province, especially small and medium-sized enterprises; accelerate the reshaping of the system for science and technology enterprises to enter the multi-level capital market and provide precise and efficient services for science and technology enterprises to go public and raise funds. In terms of strengthening support for incubation platforms, it is necessary to adhere to the principles of "government guidance, professional management, and market operation," accelerate the restructuring of the incubation platform system, and provide full-process services for concept verification, pilot-scale production, sample testing, technical certification, inspection and testing for the transformation of scientific and technological achievements. As for optimizing the innovation ecosystem, the focus should be on addressing the "sunshine, soil, air, and water" needed for innovation, coordinating efforts from the perspective of restructuring innovation policies, reshaping innovation platforms, creating an innovative atmosphere, and strengthening innovation services, in order to promote and ensure the high-quality development of the health industry through a first-class innovation ecosystem.
