China welcomes willing member countries of the Shanghai Cooperation Organization to jointly build the Artificial Intelligence Application Cooperation Center.

At the 2025 China-Shanghai Cooperation Organization Artificial Intelligence Cooperation Forum, China released the "China-Shanghai Cooperation Organization National Artificial Intelligence Application Cooperation Center Construction Plan" and issued an invitation for joint construction. It is understood that after the completion of the China-Shanghai Cooperation Organization National Artificial Intelligence Application Cooperation Center, it will play an important role in strengthening the foundation of artificial intelligence development, enhancing open-source and open services, strengthening industrial cooperation and connectivity, and promoting talent cultivation. Specific contents include: jointly building high-quality datasets and corpora, promoting the orderly cross-border flow of data security; providing public services such as data sharing and model sharing, developing artificial intelligence sovereign large models, establishing a standard mutual recognition mechanism; jointly establishing a green channel for industrial supply and demand connection in artificial intelligence; systematizing design training courses, reinforcing personnel exchanges, study tours, etc. China stated that it welcomes Shanghai Cooperation Organization member countries with the willingness to jointly build the Artificial Intelligence Application Cooperation Center.
