The Ministry of Commerce and nine other departments: Support the legal entry of rural collective into the market to develop county-level commerce.
The Ministry of Commerce and eight other departments have issued the "Opinions on Further Stimulating the Vitality of the Downward Market and Activating County Consumption," which proposes to activate idle resources and assets. For the development of elderly care, childcare, and other county-level livelihood industries using existing residential properties or land, transitional support policies will be available for a period of five years without changing the land use and planning conditions. Under the premise of complying with national land spatial planning, various methods such as self-development, joint ventures, and transfers are encouraged to promote the redevelopment and development of existing land, enhancing local commercial service levels. County-level governments are supported in converting idle state-owned assets, such as vacated office buildings, into convenient commercial outlets. The participation of rural collective operational construction land in the market is supported for the development of county-level commerce, and the use of vacant agricultural houses to develop new industries and new business formats that align with rural characteristics is encouraged.
