Fujian: Cultivating three major fields: infrastructure and flight support, low-altitude equipment and key components, low-altitude economic services and applications.
Recently, the Fujian Provincial Government issued the "Fujian Province 14th Five-Year Plan for Emerging Industries and Future Industrial Development," which clearly identifies the promotion of nine key future industries. Among these, leveraging Fujian's unique characteristics of "integrated mountains and seas," the plan focuses on cultivating three major areas: infrastructure and flight support, low-altitude equipment and key components, and low-altitude economy services and applications. It aims to establish a normalized airspace coordination mechanism and build a nationally distinctive mountain-sea composite low-altitude flight testing corridor.
In terms of infrastructure and flight support, the plan involves establishing a provincial-level low-altitude intelligent networking system, advancing the coverage of 5G-A and satellite internet, and enhancing public service support such as airworthiness certification, inspection and testing, and maintenance. It also aims to create scenes for aviation component airworthiness testing and to carry out product testing and verification for low-altitude flight management, measurement and control radar, and communication navigation in complex environments.
For low-altitude equipment and key components, relying on the provinces industrial foundation, the focus will be on developing advantageous fields such as aviation-grade power batteries, lightweight materials, and intelligent sensors. It will actively cultivate the production and manufacturing of medium and large heavy-load drones and promote the development of inspection drones and low-altitude safety countermeasure equipment.
Regarding low-altitude economy services and applications, the plan aims to develop professional services such as pilot training, drone research and practical training, and low-altitude operation and maintenance support. It encourages the integration of low-altitude economy with marine economy, cultural tourism and health care, emergency and public safety, urban governance, and agricultural and forestry production to form a series of characteristic "low-altitude +" application solutions.
