Fujian: Improve AI infrastructure construction and accelerate the establishment of an integrated computing network across the province.

Recently, the Fujian Provincial Government issued the "Fujian Province 14th Five-Year Plan for Emerging and Future Industries Development," clarifying the advancement of nine major future industries. Among them, it aims to promote AI+ application demonstrations, implement the "Artificial Intelligence+" leading demonstration actions in depth, accelerate the development of the artificial intelligence industry in Fujian, and promote the deep integration of AI with various fields such as industry, healthcare, education, and human resources. This includes supporting the innovative application of AI technology throughout the entire process of research and development, pilot testing, manufacturing, marketing services, and operational management. It will enhance AI infrastructure construction, accelerate the establishment of a provincial integrated computing power network, promote the construction of public intelligent computing centers in Fuzhou, Xiamen, and Zhangzhou, and reasonably layout edge computing power nodes. Strengthening and expanding artificial intelligence pilot bases, collaborating with national strategic scientific and technological forces to create the AI for Science platform; implementing the "Data Element x" action, building high-quality datasets suitable for artificial intelligence in key areas such as government affairs, healthcare, and marine affairs, promoting the construction of provincial-level data labeling bases, and developing a data resource development service system. Creating an AI development ecosystem, and building high-quality provincial-level artificial intelligence industrial parks and provincial-level artificial intelligence industrial clusters in Fuzhou, Xiamen, and Quanzhou, fostering "AI+" enterprises in a gradual manner; supporting the co-construction of innovation platforms, tackling key technologies such as intelligent chips and core algorithms; supporting AI-native entrepreneurship, promoting innovation in AI-native organizations; and encouraging localities to explore the establishment of low-cost, open OPC1 innovation communities that provide prototype development services aimed at vertical fields.
