The "Several Policy Measures for Promoting the Construction of Computing Power Networks in Sichuan Province" has been released. It mentions the improvement of infrastructure construction in computing power parks. It aims to promote direct connections between the communication backbone network, metropolitan area network, and computing power parks, and accelerate the implementation of the "Millisecond Computing" special action plan. The layout of the main and backup power sources for computing power parks will be coordinated, supporting the construction of intelligent micro-grids in computing power parks. Infrastructure construction for eligible computing power parks will be prioritized through local government special bonds and policy financial instruments. Support will be provided for the construction of computing power scheduling platforms, computing power supermarkets, and token factories as public service facilities for computing power. The supply of high-quality computing power will be strengthened. In response to demands for large model training and inference as well as industry model development, a proactive layout of intelligent computing facilities will be made, accelerating the construction of supercomputing clusters with tens of thousands of cards, reasonably configuring the proportion of general computing, intelligent computing, and supercomputing, and continuously increasing the share of intelligent computing. Key universities, research institutions, leading enterprises in the industry, and key enterprises in the field of artificial intelligence are encouraged to prioritize the use of in-province computing power resources, with eligible entities enjoying the support of the "Computing Power Voucher" policy.
