The two departments: actively promote the clean substitution of coal.

The National Development and Reform Commission and the National Energy Administration have issued the "14th Five-Year Plan for the Development of the Coal Industry." It mentions that, driven by the goals of carbon peak and carbon neutrality, and under the premise of ensuring energy security, efforts will be made to facilitate a smooth peak in coal consumption. Transitioning and upgrading coal consumption will focus on meeting the coal needs of major national strategies and projects, effectively satisfying the reasonable incremental demand for coal used in power generation. Accelerating energy conservation and consumption reduction in key coal-consuming industries will be a priority, promoting the shutdown and consolidation of coal-fired boilers and industrial kilns or their replacement with clean energy, and speeding up the promotion of waste heat and pressure heating, as well as the use of renewable energy for heating. The level of centralized coal utilization will be enhanced, reducing the use of scattered coal. The substitution and reduction of coal as a raw material and fuel will be promoted, with technologies such as electric arc furnaces, electric boilers, electric kilns, and electric heating being promoted in industries like steel and building materials, thereby increasing the proportion of electricity substituting coal.
