On August 1, the Ministry of Natural Resources, the National Forestry and Grassland Administration, the China Coast Guard, and the Hainan Provincial People's Government jointly issued the "Management Measures for the Huangyan Island National Nature Reserve." According to the management measures, China will establish a routine patrol system in the Huangyan Island National Nature Reserve and promptly investigate and handle various illegal activities in accordance with the law. The head of the International Cooperation Department of the Ministry of Natural Resources and the head of the Department of Nature Reserve Management of the National Forestry and Grassland Administration stated on August 1 that the management responsibilities of the Huangyan Island National Nature Reserve are undertaken by the South China Sea Bureau of the Ministry of Natural Resources, which is responsible for daily protection and management of the reserve, resource investigation and monitoring, and ecological protection and restoration. Given the unique geographical location and the complex and diverse structure of the ecosystem of the reserve, the Coast Guard should work with the management agency to establish a routine patrol system, reasonably equip patrol personnel and patrol equipment, and promptly investigate and handle various illegal activities that damage the natural resources and ecological environment of the reserve in accordance with the law. Relevant illegal activities will be prosecuted in accordance with the provisions of relevant laws and regulations such as the Ecological Environment Code, the Law on the Management of Sea Area Use, the Law on Island Protection, the Wildlife Protection Law, the Coast Guard Law, and the Regulations on Nature Reserves.
