Pang Xiaogang, Deputy Director of the State-owned Assets Supervision and Administration Commission of the State Council, said at the China Telecom Artificial Intelligence Ecological Forum held during WAIC2026: "State-owned central enterprises need to keep up with the forefront of the industry, continuously iterate basic large models, tackle basic algorithms, physical AI, intelligent computing chips, quantum communication, and other original technologies, adhere to the principle of 'national model, national core, national application', and improve the independent ecosystem of software and hardware full stack." It is reported that the State-owned Assets Supervision and Administration Commission of the State Council has deepened the special action of "AI +" for central enterprises, introduced special support policies, and conducted talent training at different levels for 3 consecutive years. Promote central enterprises to cultivate more than 1200 scenarios in key open industries, actively adapt to all categories of domestic chips, put into operation 5 ten-thousand card computing clusters, and accelerate empowerment of thousands of industries. Pang Xiaogang stated that state-owned central enterprises need to increase investment, expand the scale of intelligent computing that they build and manage themselves, enhance the capabilities of cross-domain heterogeneous computing power scheduling, accelerate the coordinated promotion of computing power, directly connect with green electricity, and provide computing power services for universal applications.
