The report states that in recent years, the rapid development of artificial intelligence technology, if deployed and applied properly, can help achieve sustainable development goals, promote healthy scientific development, and expand educational opportunities. However, the rapid pace of technological development and the extensive potential applications also present significant challenges to policymakers. Large-scale, uncontrolled rapid deployment of artificial intelligence technology can pose huge risks and have negative impacts on society, the economy, and the environment. The report points out that the gap between the rapidly increasing capabilities and effective risk management methods could lead to disastrous consequences. To fully realize the benefits of artificial intelligence while minimizing risks, good governance is needed. Policymakers usually need scientific evidence to achieve effective governance, but taking action only when the evidence is conclusive may be too late, as evidence accumulation lags behind the pace of artificial intelligence development. This report provides a shared evidence base for decision-making for United Nations member countries.
