Wang Hongzhi, a member of the Party Group of the National Development and Reform Commission and Director of the National Energy Administration, stated at a press conference held by the State Council Information Office that energy demand will continue to grow during the "15th Five-Year Plan" period. We will always prioritize energy security, adhere to bottom-line thinking and systematic thinking, and focus on three key areas of work. First, we will focus on the "development" and "reserves" of fossil energy. Coal is the mainstay of our stable energy supply, so we need to base our efforts on this and improve coal base construction. We need to increase domestic exploration and development efforts for oil and gas, stabilize oil production, and increase natural gas supply. At the same time, we need to strengthen energy reserves, improve the oil and gas reserve system, increase coal-to-oil and gas production capacity and technology reserves, and improve coal production capacity reserves, in order to ensure stability in the face of challenges. Second, we will significantly increase the supply of non-fossil energy. We will promote the simultaneous development of multiple energy sources including wind, solar, water, and nuclear power, build a new type of power system, promote large-scale and high-proportion development and utilization of new energy, and accelerate the transition to a cleaner energy supply for increased electricity consumption. Third, we will expand the circle of energy cooperation partners. Currently, a large proportion of our oil and gas comes from the international market. We will adhere to diversified energy imports, strengthen mutually beneficial cooperation with key energy resource countries, work together with other countries to maintain the security of energy transport channels, and ensure energy security under open conditions.
