"Hundred Billion Subsidies" Not Really a Hundred Billion, Second Batch of Typical Problems on E-commerce Platforms Announced.

Today, the Beijing Municipal Administration for Market Regulation held talks with five e-commerce platforms including Taobao, JD.com, Pinduoduo, Douyin, and Xiaohongshu, and reported the second batch of typical problems discovered in the comprehensive rectification of "internal competition" in the platforms. The main issues include false advertising in promotional activities, irregular formulation and disclosure of promotional rules, and lack of disclosure of information about the operators of goods. They put forward rectification requirements aiming to prevent and resolve the "internal competition" risks that may be triggered by concentrated online promotions during the "618" period, effectively safeguarding the legitimate rights and interests of consumers and maintaining a fair and orderly online market environment. The second batch of typical problems are as follows: 1. Taobao platform: Starting from May 2026, widely promoted the "618 Billion Subsidy" activity on media and application ends, but the regulatory authorities learned from the platform that the billion subsidies were not funds invested by the platform during the "618" period, but rather a long-term marketing activity. The platform repeatedly refused to provide the actual subsidy amount and the contribution ratio between the platform and merchants during the "618" activity. The platform did not clearly disclose the rules of the "Billion Subsidy" activity in a prominent position, and some goods in the "Billion Subsidy" channel did not disclose the qualifications of the actual sellers. 2. Pinduoduo platform: Launched the "Billion Subsidy" activity, but did not clearly disclose the actual subsidy amount and the contribution ratio between the platform and merchants in the rules, and could not provide related supporting materials. In the promotional rules, "for any disputes related to the goods, Pinduoduo, as the platform, can provide necessary assistance within the legal scope but does not assume any responsibility related to the goods", unilaterally exempting the platform from legal responsibilities. 3. JD.com platform: Launched the "Billion Subsidy" and "Billion Agricultural Subsidy" activities, but did not disclose the promotion period in the rules, did not clarify the actual subsidy amount and the contribution ratio between the platform and merchants, and could not provide supporting materials. The "Billion Supermarket" did not disclose the rules of the activity. 4. Douyin platform: Launched the "618 Good Goods Festival" and "Billion Consumption Voucher" activities, but did not publicly disclose the promotional rules to consumers; in the investment attraction rules of the activities, it was stipulated that if the platform adjusts the rules of the activities, it will directly inform the merchants, without setting a public consultation process. 5. Xiaohongshu platform: The information on the "Points Draw for Good Gifts" prize sales activity is incomplete, only indicating the total number of prizes, and core information such as winning probability and abandon the prize rules are not clearly disclosed. In the rules of the activities, the platform can change and adjust the rules of the activities, and consumers participating in it are deemed to agree, excluding the consumers' right to negotiate.
