Five departments: implementing multiple reform measures to facilitate enterprises in handling real estate registration.
Today, reporters learned from the Ministry of Natural Resources that in order to deepen the reform of government service and optimize the business environment, the Ministry of Natural Resources and four other departments jointly issued a notice recently, introducing 7 measures for reform to help enterprises efficiently handle real estate registration procedures such as buying houses and land, further optimizing the business environment and stimulating market vitality.
In order to strengthen registration service integration, the notice specifies that the transfer registration, mortgage registration, tax declaration, and loan processing related to enterprise real estate purchases will be integrated into "one matter", promoting the upgrade of comprehensive windows to "one-stop processing, integrated services", setting up a dedicated window for enterprises, achieving one-stop processing for registration, tax processing, certificate issuance and other matters.
Simplify common materials, implement one form, one set of materials, one submission, while each region must achieve consistency in materials and processing standards for enterprise real estate transfer registration, and gradually expand to the provincial level, promoting the achievement of consistency in standards for the same province.
In terms of departmental coordination, the notice requires deepening the registration and taxation linkage, implementing "one-window receipt, back-end circulation", immediate conclusion for general business and time-limited conclusion for complex business. Strengthen registration financial coordination, each region must extend real estate registration service outlets to banking and financial institutions through various means such as the real estate registration online "one-stop processing" platform, departmental hotlines, further expanding the coverage of service outlets.
At the same time, the notice also specifies the deepening of the "transfer with mortgage" reform, vigorously promoting information sharing, allowing data to "run more", accelerating the realization of "online processing throughout the process" and "cross-provincial processing".
