Based on the energy resource endowment, focusing on the difficulties and pain points of enterprise electricity consumption, Guizhou has issued documents such as "Several Policy Measures to Promote the Reduction of the Electricity Burden for Industrial and Commercial Enterprises in the Province," aiming to improve the electricity market trading mechanism, optimize peak and off-peak electricity prices, and clean up and standardize electricity price charges, thereby constructing a scientific, reasonable, flexible, and efficient electricity price formation mechanism. In terms of optimizing peak and off-peak electricity prices, Guizhou accurately divides electricity consumption time periods, implementing peak and off-peak time-based electricity prices for industrial and commercial users and centralized charging and swapping facilities under the two-tier electricity price system, with peak period prices increasing by 60% and off-peak prices decreasing by 60% on the basis of flat period prices. Simultaneously, an electricity demand response trading mechanism is established to guide the optimal allocation of electricity resources through market-oriented means. In addition, ongoing reforms are being made to the transmission and distribution electricity prices, strict control of grid operation costs, clearance of unreasonable cross-subsidies, and maintenance of Guizhou's comparative advantages in transmission and distribution electricity prices to provide solid policy support for lightening the burden on enterprises.
