The General Office of the Central Committee of the Communist Party of China and the General Office of the State Council have issued opinions on strengthening the management of services for new employment groups. The opinions propose strengthening the protection of legitimate rights and interests, urging internet platform companies, express delivery companies, and others to reasonably determine labor remuneration for new employment groups based on job tasks and labor intensity, and to pay them in a timely and sufficient manner. It also emphasizes protecting the rest rights of new employment groups and enhancing labor protection in special circumstances such as severe weather. It calls for smooth communication channels within companies, improvement of dispute resolution mechanisms, fair and reasonable handling of complaints and appeals, and protection of the legitimate rights and interests of all parties. It suggests establishing a normalized negotiation mechanism for important matters related to the rights and interests of new employment groups, with the negotiation results made public in an appropriate manner. It also states that unlawful practices such as unreasonable fees, unfair distribution of traffic, and abuse of market dominance will be investigated and punished according to the law and regulations. The protection of the legitimate rights and interests of new employment groups will be incorporated into the corporate social responsibility evaluation system, and support will be given to relevant social organizations to promote industry self-discipline.
