Kunming three departments held talks with "Songguo Travel": ordered to clean up and recycle illegally deployed vehicles within a time limit.
According to the Kunming Municipal Transportation Bureau, starting from April 13, 2026, the bureau has received reports from the public in various areas including Wuhua District, Panlong District, Guandu District, and Xishan District, reflecting that a large number of unlicensed shared electric bicycles with the logo "Pinecone E-bike" have appeared, causing serious impacts on urban management and residents' transportation.
After investigation, the reports are true. "Pinecone E-bike" has violated relevant regulations such as the Road Traffic Safety Law of the People's Republic of China, Kunming Road Traffic Safety Regulations, Yunnan Province Electric Bicycle Management Regulations, Kunming Urban and Environmental Sanitation Management Regulations, and Kunming Internet Rental Bicycle Management Measures. The company illegally introduced a large number of shared electric bicycles without following the required registration and licensing procedures, resulting in disorderly parking in pedestrian lanes, non-motorized vehicle lanes, and important traffic junctions, occupying a considerable amount of public space, impacting the city's appearance, disrupting Kunming's shared transportation market order, and posing significant safety hazards to residents' transportation.
The above-mentioned illegal activities of "Pinecone E-bike" are severe in nature. Currently, the Kunming Transportation Bureau, Urban Management, Public Security, and Traffic Management departments have formed a joint working group and conducted an administrative interview with the company on April 15, issuing serious criticisms and ordering it to clear and recover all illegally introduced vehicles within a specified period. If the company fails to complete the rectification within the given time frame, administrative enforcement measures will be taken in accordance with the law to resolutely maintain the order of the shared transportation market and protect the legitimate rights and interests of residents.
