National Healthcare Security Administration: Long-term Care Insurance does not have a deductible.
At the press conference held by the State Council Information Office today, regarding the question of "how can the masses enjoy benefits of long-term care insurance, and what benefits can they enjoy," Deputy Director Zhang Xifan of the National Medical Insurance Bureau's Benefits Security Division stated that the most concerning issues for the masses are who can enjoy benefits, what benefits they can enjoy, how much they can enjoy, and where they can enjoy them.
Regarding who can enjoy benefits, as long as individuals have been assessed and determined to be disabled, and meet the conditions for receiving benefits, they can enjoy the corresponding care services and reimbursement.
Regarding what benefits they can enjoy, the long-term care insurance fund is mainly used to pay for the expenses incurred for the required long-term care basic services, and generally does not provide cash directly to disabled individuals. Based on the most urgent needs of disabled individuals, the state has established a unified directory of care services, including assistance with eating, bathing, and other daily care services, as well as routine medication changes and other medical care services.
Regarding how much they can enjoy, there is no deductible for long-term care insurance. In order to ensure the sustainability of the fund, the maximum annual payment limit for each eligible individual has been determined, which is not to exceed 50% of the average disposable income per capita of urban and rural residents in the previous year in the pooling area.
Regarding where they can enjoy these benefits, currently there are three main types of places that provide care for disabled individuals, which insured individuals can choose from. Individuals who choose home care will have designated institutions send caregivers to provide services at home; those who choose designated day care centers and other community institutions can conveniently receive non-full-day care services nearby; and those who choose to stay in designated long-term care institutions will receive full-day care services provided by the institution.
