Ministry of Finance: Issuance of "Measures for the Management of Funds for the Quality Improvement Plan of Modern Vocational Education"

According to the Ministry of Finance, the revised "Modern Vocational Education Quality Improvement Plan Fund Management Measures" has recently been issued, aiming to regulate the use of funds for modern vocational education and improve the efficiency of funds. The new measures specify the principles of fund management, including provincial-level overall planning, a combination of rewards and subsidies, emphasis on performance, and strengthened supervision. From 2026 to 2030, funds will focus on supporting rewards and subsidies for higher and secondary vocational schools, reforms and innovations in universities, and the improvement of the quality of teachers in vocational colleges. The finance and education departments will determine specific support measures based on the decisions and deployments of the Party Central Committee and the State Council, in conjunction with the annual key tasks of vocational education.
