The inspection guidance team of the Ministry of Transport found in Guangxi that some companies' video monitoring rooms were not staffed.

During the Spring Festival travel rush, the inspection and guidance team of the Ministry of Transport went to Guangxi Zhuang Autonomous Region to carry out the guidance work on the investigation and rectification of major hidden safety risks in transportation during the Spring Festival travel rush. In 19 counties and districts in cities such as Nanning, Liuzhou, Laibin, Guilin, Baise, Qinzhou, and Fangchenggang, the inspection and guidance team conducted on-site inspections and visits to 56 points including transportation management departments and industry enterprises, and identified a total of 58 problems and hidden risks, including one major risk. During the inspection at Tingzi Pier of Juze Real Estate Co., Ltd. in Nanning, it was found that the company did not have staff on duty in the video surveillance room during operation. According to the company's safety management system, Chapter 24, Article 16 of the Duty System clearly requires: "Implement 24-hour duty during operation, ensure that there are enough staff on duty at all times, and ensure uninterrupted duty work." The expert from the inspection and guidance team stated that, according to Article 9 of the "Guidelines for Determining Major Hidden Risks in Water Passenger Transport Accidents", this hidden risk is determined to be a major accident risk.
