Liu Dechun, director of the Social Development Department of the National Development and Reform Commission, stated at the press conference of the State Council Information Office that in the "14th Five-Year Plan" outline, two chapters are specifically devoted to actively addressing the aging population and building a fertility-friendly society. In terms of building a fertility-friendly society, firstly, efforts will be made to strengthen fertility guarantee, expand the coverage of fertility insurance system, reasonably increase the level of medical expenses for prenatal check-ups, regulate and promote the application of assisted reproductive technology in an orderly manner, fully implement the maternity leave system, and provide better basic guarantee for families planning to have children. Secondly, childcare services will be improved, support will be provided for the development of integrated kindergarten and childcare services, public childcare spots will be strengthened, support will be given to social forces to provide diversified and universal childcare services, achieve full coverage of municipal comprehensive childcare service centers, and promote a 6 percentage point increase in the enrollment rate of children under 3 years old, making universal childcare services more convenient and accessible. Thirdly, efforts will be made to reduce the financial burden of raising children, utilize the role of personal income tax special deductions and explore the establishment of a dynamic adjustment mechanism for childcare subsidies, improve family development policies, increase support for families with multiple children in education, housing, etc., and effectively reduce the cost of family childcare and education.
