Build a fair and high-quality basic education system comprehensively, focusing on four key tasks.

The 4th session of the 14th National People's Congress today held a press conference on people's livelihood. Minister of Education, Huai Jinpeng, introduced at the meeting that the next step will focus on the comprehensive construction of a fair and high-quality basic education system, implement major projects in basic education, and focus on four main tasks: First, expand and improve quality while ensuring fairness. On the one hand, higher standards will be used to expand the coverage of high-quality resources. For preschool education, the main focus is on increasing the supply of public kindergarten places; for compulsory education, it is to adapt to the needs of building a strong country and improve construction standards; for high school education, it is to continue to revitalize county-level schools. On the other hand, continue to ensure the bottom line of educational equity. Carry out special enrollment actions, improve the long-term mechanism for fair enrollment, and ensure that migrant children, left-behind children, disabled children, etc., have equal access to education. Second, prioritize resources to improve quality. To proactively respond to the peak in school-age population, we have strengthened forward-looking research and analysis, focusing on increasing the supply of school places for net inflows of population to urban and resource-poor areas, adjust education resources across different levels according to local conditions. Support the pilot implementation of small-class teaching in areas with conditions, expand the implementation of the "Silver Age Plan," and run well town boarding schools and necessary small-scale rural schools. Third, strengthen and support teachers while focusing on the basics. Implement the teacher development action plan, attract more outstanding talents to engage in education, and cultivate high-quality teachers to nurture the future talent of the country. Fourth, standardize governance and ensure safety. Conduct a special action for campus safety, work with public security, health, and market supervision departments to strengthen the campus safety defense line with stricter and practical measures. Continuously crack down on illegal schools, excessive study hours, campus bullying, and carry out special governance on issues such as "school meals" and educational aids. This year, we will continue to carry out the annual action of standardized management of basic education, crackdown on violations, and prevent problems from rebounding.
