The 4th session of the 14th National People's Congress held an economic-themed press conference at 3 pm on March 6. We will coordinate the promotion of technological innovation and industrial innovation, the deep integration of advanced manufacturing and modern service industries, and accelerate the renewal of old kinetic energy and the growth of new kinetic energy. On the one hand, we will optimize and enhance the basic foundation, and on the other hand, we will cultivate and strengthen new pillars. Optimizing and enhancing the basic foundation means implementing a series of actions such as upgrading key industries and reducing costs and carbon emissions, allocating 200 billion yuan in long-term special national bonds to support equipment upgrades, and promoting the transformation of the manufacturing industry from large to strong and from "leading in scale" to "leading in strength." In addition, a national service industry conference will be held after the two sessions, in which we will work with the Ministry of Commerce, the Ministry of Industry and Information Technology, and other departments to introduce a series of measures to expand capacity and improve quality, fully tap the potential of high-quality development in the service industry, and it is estimated that the scale of the service industry will exceed 100 trillion yuan during the 14th Five-Year Plan period. Cultivating and strengthening new pillars means implementing an industrial innovation project and providing stronger support for the development of emerging industries and future industries. For example, the Beidou system, which may seem distant but is actually close at hand, is used in common mobile phone navigation, emergency rescue, deep-sea operations, and more. We will continue to implement the large-scale application project of the Beidou system and promote the scale of the Beidou industry to exceed 1 trillion yuan within five years. Furthermore, we will deepen the "Artificial Intelligence+" initiative to empower various industries and serve millions of households. By the end of the 14th Five-Year Plan period, the scale of industries related to artificial intelligence is expected to exceed 10 trillion yuan. In order to support innovation, we established a national venture capital guidance fund last year; this year, we will work with the Ministry of Finance, the People's Bank of China, and other departments to establish a national-level merger and acquisition fund to further open up channels for venture capital investment exit, improve the efficiency of venture capital turnover, and it is estimated that this effort will guide and leverage various funds of over 1 trillion yuan.
