Economic Daily Jin Guanping: Achieving high-quality development through addition and subtraction
Currently, China is at a crucial stage of economic restructuring and transitioning to new growth drivers. Faced with profound changes in the domestic and international environment, the primary issue for development is no longer "whether we are doing enough", but rather "whether we are doing it appropriately and sustainably". Through a combination of additions and reductions, and balancing between maintaining and controlling, the economy is achieving qualitative and quantitative enhancement. This is a clear response to the reality - it is not just a competition of speed, nor is it a linear expansion of scale, but a scientific choice made between coordinating development and security, efficiency and fairness, and the present and the future. High-quality development requires both action and inaction. In seeking development, we can no longer rely on the inertia of spreading out and expanding scale, but must make choices under the constraints of limited resources and environmental capacity: which areas need continuous efforts and long-term dedication, and which sectors should be actively reduced and decisively exited. This tests strategic judgment and governance execution. Only by first clarifying what to reduce and control can we solidly implement what to increase and maintain.
