This includes randomly selecting inspection targets, randomly selecting inspection personnel, and publicly disclosing inspection results in accordance with the law. According to the rules, inspection teams are formed based on the needs of random inspections, taking into account the size, professional field, and technical characteristics of the institutions being inspected. The inspection teams should focus on key aspects that may affect the authenticity, accuracy, and traceability of inspection and testing data: such as the existence of illegal activities like forgery, alteration, impersonation, renting, or lending of qualification certificates or logos; whether equipment is being used within the valid calibration or testing period; if there are falsifications or alterations in records of use and maintenance; sample contamination, mixing, damage, abnormal changes in properties, or unauthorized substitution; consistency and traceability of inspection and testing reports with original records; issuing reports beyond the scope of qualification certificates, issuing reports without actual inspection and testing, forging or altering original data, records, seals, and signatures, reducing, omitting, or altering items that should be inspected and tested according to regulations, changing key inspection and testing conditions, or not following standards in using original data and records; whether subcontracting activities are present, and if subcontracting meets the conditions and requirements specified in qualification regulations.
