Ministry of Education: Organize and implement provincial high-level skilled talent cluster training plans around the development needs of key industries and distinctive industries in the region.

The Ministry of Education has issued the "Opinions on Deepening the Reform of Key Elements in Vocational Education Teaching". The opinion proposes the implementation of a plan to cultivate clusters of high-skilled talents. The Ministry of Education will organize and implement the plan at the national level around national strategies and key industries, creating a model for cultivating clusters of high-skilled talents. Provincial education administrative departments will refer to the reform experience, cases, and achievements at the national level and organize and implement provincial plans to cultivate clusters of high-skilled talents around the development needs of key industries and characteristic industries in their respective regions, using this as an important lever to deepen the reform of key teaching elements, in conjunction with the "Dual High Plan", consortia, and community construction. Vocational schools, especially those in the "Dual High Plan", should combine the construction of key major groups and jointly cooperate with enterprises and industry institutions to carry out school-level plans to cultivate clusters of high-skilled talents, enhancing the effectiveness of high-level professional group construction.
