Beijing Municipal Party Committee member and Deputy Mayor Xia Linmao stated at a press conference on February 12th that the "Modern Capital Metropolitan Area Spatial Coordination Plan" insists on better serving and safeguarding the functions of the capital, and clarifies the strategic positioning and spatial pattern of the capital metropolitan area. Xia Linmao introduced that the plan highlights the capital as the core, coordinates evacuation and upgrading, vitality and order, development and security, and clarifies the strategic positioning of the "Four Districts and One Engine" of the capital metropolitan area, namely optimizing and upgrading important areas that serve and safeguard the functions of the capital, building the main engine of a world-class city cluster, inheriting and developing important areas of Chinese civilization, leading the regional coordinated governance area, and leading the construction of a beautiful China. At the same time, around the construction of a world-class metropolitan area, it proposes to build a spatial pattern of "One Core, Two Wings, Twin Cities, Multiple Points, Twin Corridors, and Multiple Rings." The approval of the plan is a further improvement of the "four beams and eight pillars" of the capital planning system, and in the future, it will serve and safeguard the functions of the capital in a larger spatial area. Based on the strategic positioning of the capital city, Beijing will solidly provide services and safeguard the political center, creating a safe and excellent government environment; play the role of the national cultural center in gathering, radiating, innovating, disseminating, exchanging, and providing services, and promote cultural development in coordination; promote the construction of an international exchange center, continuously optimize the hardware and software environment for international exchange services, and enhance the overall international service level of the capital metropolitan area; accelerate the construction of a globally influential science and technology innovation center, and play a leading role in demonstrating high-level scientific and technological self-reliance and self-strengthening.
