Optimizing the presentation of textbooks, promoting the diversification of textbook formats, and developing scarce textbooks. Detailing the list of teacher capabilities, improving the "two-way flow" mechanism of teachers and business talents. Establishing integrated internships and practical training bases, constructing internship and practical training bases through methods such as enterprise commissioning, school-enterprise collaboration, and cluster joint construction, and developing standards. Comprehensive promotion of the "high-skilled talent cluster training plan", focusing on major strategies and key areas, mobilizing industry, enterprise, and school forces, forming reform clusters, overall designing, and systematically promoting the linkage reform of key elements of vocational education teaching.
