The Ministry of Agriculture and Rural Affairs issued the implementation opinions on the "Opinions of the Central Committee of the Communist Party of China and the State Council on Solidly Promoting the Modernization of Agriculture and Rural Areas and Comprehensive Revitalization of Rural Areas", pointing out the need to improve the efficiency of agricultural support and protection policies. Coordinate agricultural production, storage and imports, promote important agricultural product prices such as grain to remain at a reasonable level. Improve the mechanism to guarantee income for grain farmers, strengthen policy support and coordination for prices, subsidies, insurance, etc. Reasonably determine the minimum purchase price of rice and wheat, stabilize the implementation of subsidies for soil fertility protection for arable land, subsidies for maize and soybean producers, and subsidies for rice. Promote the expansion and improvement of agricultural insurance, expand the coverage of fully cost insurance and planting income insurance for three major cereal crops, fully implement soybean cost insurance and planting income insurance policies, support local development of characteristic agricultural products insurance, and improve insurance claim efficiency. Carry out special interest rate subsidy pilot programs for grain and oil planting loans. Increase support for major grain producing counties, implement inter-provincial horizontal benefit compensation policies for grain production and sales areas. Adjust and optimize the management system mechanism for transfer payment funds for rural comprehensive reform. Effectively consolidate the achievements of special rectification of outstanding problems in rural revitalization fund management, promote normalized supervision, and improve the efficiency of policy fund utilization.
