According to the Supreme People's Court, in 2025, courts across the country vigorously promoted the clearing of overdue payments from government agencies and institutions to small and medium-sized enterprises, resolving 9166 cases and executing 31.142 billion yuan. Courts at all levels strictly implemented the judicial interpretation of the "back-to-back" clause to prevent large enterprises from taking advantage of their position to bully smaller ones. Nationwide courts directly applied this judicial interpretation to conclude 709 cases, helping small and medium-sized enterprises recover 19 billion yuan in overdue payments.
