Liaoning: By the end of 2027, fully implement the large-scale application of 5G, and build a new high ground for the development of 5G integration applications with Liaoning characteristics.

Recently, the Liaoning Communication Administration, in conjunction with thirteen departments, issued the "Liaoning Province 5G Scaling Application 'Sailing Upgrade' Action Plan". The plan focuses on Liaoning's geographical and industrial characteristics, proposing ten key tasks and four guarantee measures in the areas of application upgrade, industrial upgrade, network upgrade, and ecological upgrade. This aims to promote the application of 5G technology in key industries such as industry, agriculture, culture and tourism, and transportation, empowering thousands of industries to digitally transform. The plan aims to build a development pattern by the end of 2027 that is characterized by "universal capabilities, widespread applications, and empowering inclusivity", achieving comprehensive 5G scaling applications. It aims to build a new highland of 5G fusion application development with Liaoning characteristics, promote new quality productivity and economic and social development through technological application empowerment. The implementation of the plan will effectively leverage the traction effect of 5G, promote the innovation of digital technology integration, and achieve a more comprehensive, deeper, and higher-level multi-dimensional empowerment, laying a solid foundation for the construction of a digital Liaoning and a strong province in smart manufacturing.
