On December 24, 2025, the joint meeting of the Minbei Northeast Collaborative Development Zone and Fuzhou Metropolitan Circle was held in Pingtan. Guo Ningning, Deputy Secretary of the Provincial Party Committee, Secretary of the Fuzhou Municipal Party Committee, convener of the Minbei Northeast Collaborative Development Zone joint meeting, and leader of the Fuzhou Metropolitan Circle High-Quality Development Leadership Group, presided over and delivered a speech. The meeting reviewed several opinions on deepening regional cultural and tourism cooperation to promote the integrated development of all-region tourism, the work situation in 2025 and work suggestions for 2026 for the Minbei Northeast Collaborative Development Zone and Fuzhou Metropolitan Circle, and the progress of key cooperation projects in 2025 for the Minbei Northeast Collaborative Development Zone and Fuzhou Metropolitan Circle. The "Four Cities and One Zone" signed 14 cooperation agreements including the "Minbei Northeast Collaborative Development Zone and Fuzhou Metropolitan Circle Jointly Promote Regional Cultural and Tourism Cooperation Agreement". The meeting pointed out that the "Four Cities and One Zone" should focus on smoothing mountain and sea arteries, jointly promote infrastructure interconnection; focus on strengthening industrial cooperation, jointly build a modern industrial system; focus on deepening cross-strait integration, jointly create the first happy homeland for Taiwan compatriots, Taiwanese enterprises and Taiwanese youth to settle; focus on comprehensive green transformation, jointly build a protection and governance grand pattern from the mountaintops to the oceans; focus on enhancing people's well-being, jointly create a high-quality life. Responsibilities should be implemented and mechanisms improved, planning objectives should be strengthened, spatial layout coordinated, major issues coordinated, and strong synergy for promoting the collaborative development of Minbei Northeast and the construction of the Fuzhou Metropolitan Circle should be gathered.
