The Ministry of Agriculture and Rural Affairs will further rigorously regulate pesticide management.
Recently, the Ministry of Agriculture and Rural Affairs issued a "Notice on Further Regulating the Management of Pesticides", focusing on the implementation of the new regulations on pesticide management regulations, and making specific requirements on pesticide registration, production and operation, registration testing, labeling, and other related content. It standardizes pesticide registration by specifying that even if an agent is appointed, the organization must also designate a registration information officer, and clarifies that the reissuance of a registration certificate is only limited to a change of the certificate holder's name or in the case of company mergers or divisions. It standardizes the authorization of pesticide registration information by specifying that such authorization is only applicable to the first registrant or the registrant of a compound containing new chemical entities. It standardizes the outsourcing of pesticide production by stipulating that a contract must be signed for pesticide outsourcing, technical data must be provided, and the contractor's trademark must not be used. It standardizes the online operation of pesticides by specifying that companies engaged in the online sale of pesticides must file records with the issuing authority and display relevant information about the operators and products. It standardizes pesticide registration testing by outlining specific violations and imposing severe penalties for falsification of test results. It clarifies the requirements for labeling trademarks on pesticide labels, specifying the specific requirements for the use of trademarks on pesticide product labels to facilitate compliance checking by users and grassroots regulatory departments.
