On December 23, the Hainan Financial Supervision Bureau issued a document stating that it actively guides institutions in its jurisdiction to focus on the strategy of revitalizing the seed industry. The nation's first crop new variety seed propagation technology insurance has been successfully implemented, pushing forward the payment of the country's first crop new variety seed propagation technology insurance. According to the introduction, the insurance focuses on key growth periods of rice such as heading, flowering, and grain filling, covering risks related to abnormal temperatures, rainfall, strong winds, and other factors affecting the core production technology indicators of seeds. With the support of a 60% premium subsidy policy in the Yajiaowan Science and Technology City in Sanya, it effectively reduces the cost of insurance for companies, providing about 2.8073 million yuan in risk protection for a total of 1403 mu of rice seed propagation bases insured. Due to the impact of typhoon weather, the insured rice in the flowering period encountered abnormal weather conditions, triggering the conditions for payment. The Hainan Financial Supervision Bureau stated that it guided the insurance institutions to start a green claims channel for the first time, and jointly formed a third-party appraisal team of experts to carry out standardized sampling, precise measurement, and evaluation of losses. By the end of November, the country's first crop new variety seed propagation technology insurance payout based on the core indicator of "rice fruiting rate" was completed, with a total payout of 757,900 yuan to the affected farmers, achieving a payout rate of 180%. This provides solid risk protection and financial support for the revitalization of the seed industry and the construction of a modern agricultural system in the Hainan Free Trade Port.
