Stabilizing the real estate market, with a focus on: targeted measures to control the increase in inventory, de-stock, optimize supply, combining urban renewal and the revitalization of existing land in urban villages, promoting the acquisition of existing commercial housing for affordable housing, resettlement housing, dormitories, talent housing, etc. Optimizing and accurately implementing the supply of affordable housing, implementing projects to improve the quality of housing, and orderly promoting the construction of "good housing"; further playing the role of the "white list" system for real estate projects, supporting the reasonable financing needs of real estate enterprises. 3. Accelerating the quality upgrade of the construction industry, with a focus on: promoting industrial transformation and upgrading, vigorously developing intelligent construction and green construction, fostering a modern construction industry chain, accelerating the research and application of new building materials, and accelerating the development of green building growth points; standardizing the construction market order, conducting special rectification of prominent issues in bidding and tendering for housing and municipal projects; strengthening on-site supervision and management, solidly promoting the three-year campaign of tackling the root causes of production safety, and establishing a comprehensive life cycle safety management system for buildings. 4.
