Hainan Free Trade Port to carry out zero carbon park construction in stages.

The Development and Reform Commission of Hainan Province, the Department of Housing and Urban-Rural Development of Hainan Province, and other 5 departments recently jointly issued a notice on the construction of zero-carbon zones in the Hainan Free Trade Port. It clearly states that various types of zones will be transformed into low-carbon and zero-carbon zones in a planned and step-by-step manner, supporting qualified zones to become the first Hainan Free Trade Port zero-carbon zones. According to the notice, Hainan will build a new zero-carbon energy system. It will strengthen the matching and connection of zones with surrounding zero-carbon energy sources such as wind power, photovoltaics, solar thermal, biomass energy, and nuclear energy, actively and orderly promote the construction of zero-carbon energy projects in zones and their surroundings, scientifically allocate energy storage and other adjustable resources, and achieve zero-carbon supply of heat and electricity. It will develop green electricity direct connection, new energy direct access to incremental distribution networks, and other green electricity supply modes based on local conditions, enabling traceable and accountable green electricity, and encouraging participation in green certificate and green electricity trading. It will develop smart microgrids to achieve compatibility and complementarity with the main grid, and enhance the flexibility and security resilience of zone distribution networks. Hainan will support the construction of green low-carbon advanced technology research and demonstration projects in areas such as new materials and future energy in zones, promoting the deep integration of scientific and industrial innovation. It will accelerate the development of emerging industries with low energy consumption, low pollution, and high added value, actively explore the "green-to-green" model of producing green products with green energy in the manufacturing of green energy. It will encourage traditional industries to transform into green and low-carbon, improve zone recycling systems, and more. In addition, Hainan will implement new demonstrations of carbon reduction in buildings, improve new decarbonization systems for transportation, establish new intelligent carbon management systems, and explore new long-term carbon reduction pathways.
